Six-week-old baby Joshua* wriggled his tiny frame, letting out a muffled moan.

"Are you hungry?" Cotlands Child Care Centre director Jackie Schoeman asked in a soft voice, picking up little Joshua from his white cot and rocking him in her arms.

Joshua's moans quietened as he fell asleep in Schoeman's arms yesterday.
